Robert has worked on public financial management reforms in Eastern and Southern Africa for more than 15 years. He was at the center of implementation of public financial management reforms (as programme Coordinator) at the Ministry of Finance in Uganda for 7 years and provided extensive advisory support to the Government of Sudan, Liberia, Kenya, Rwanda, Malawi, Lesotho, Swaziland, among others in the region.
Since leaving the formal service in Uganda in 2007, he has provided consulting services in the formulation and review of PFM strategies,
economic and financial management development projects and programs, PFM systems, fiscal decentralization frameworks, and results based systems. His background is in Computer Science and in Public policy and Management (also covering public finance) – both at Masters level.
